Boat Ramp & Dock
The City of Truth or Consequences is moving forward with an exciting new addition to Ralph Edwards Park: a boat ramp and floating dock designed to enhance recreational access to the Rio Grande. On August 13, 2025, the City Commission approved Contract #2025-06-005 with Highland Enterprise, Inc., the lowest responsive bidder, for a total amount of $250,229.17 (including New Mexico Gross Receipts Tax, NMGRT). The project is part of the continued development of Ralph Edwards Park and is partially funded by remaining dollars from the New Mexico Economic Development Grant (Trails Plus+), which has been extended through 2026.
The design, developed in coordination with Wilson & Company, the Community Services Department, and agencies including the Bureau of Reclamation (BOR), Elephant Butte Irrigation District (EBID), and the U.S. Army Corps of Engineers (USACOE), will accommodate non-motorized watercraft such as kayaks, paddleboards, and canoes. While the ramp will not support motorized vehicles, a small portion of the design allows for backing up and sliding vessels down a set of rails. A floating dock will be installed to provide safe and flexible access, with its height adaptable to the variable water levels of the Rio Grande.
The location is strategically chosen downstream of rapids, making it a popular exit point for river users. Permitting is a significant component of the design process due to environmental and regulatory considerations, and Wilson & Company has conducted a certified bid evaluation confirming Highland Enterprise met all required criteria for responsiveness.
A project orientation and kickoff meeting is scheduled for mid-September, marking the beginning of this transformative addition to the park.

The dam at Rotary Park will be removed on Monday, November 10th, for a period of approximately 3 to 4 weeks. Permitting complexities, due to coordination with BOR, EBID, and USACOE, may also impact the project timeline. Temporary park access restrictions and increased construction activity may affect public use and nearby residents. Additionally, weather conditions and logistical challenges related to material delivery and equipment access could further influence scheduling and progress. |
