PURPOSE The Foch Street project aims to advance the economic revitalization of downtown TorC through a comprehensive redesign of a key section of the MainStreet District. As part of the “Great Blocks on MainStreet” program, the City and MainStreet Truth or Consequences will collaborate with a team of design professionals to enhance public infrastructure and streetscape elements along Foch Street. This initiative reflects a strategic investment in creating a more functional, attractive, and economically vibrant downtown environment.
TIMELINE Construction is ongoing. 
SCOPE The Foch Street project specifically targets the three-block stretch on South Foch Street between Main Avenue and Broadway Street in downtown Truth or Consequences. It involves a major redesign and public infrastructure upgrade, including streetscape improvements, pedestrian enhancements, and beautification.
BENEFITS The project is designed to revitalize the downtown area with safer, more accessible streets and sidewalks. It will improve public safety through better lighting and pedestrian features, while also enhancing the look and feel of the area to boost community pride. Economically, the project is expected to attract more visitors and shoppers, support local businesses, and raise property values. Environmentally, it may include green infrastructure like native landscaping and stormwater improvements. DISRUPTIONS The project is expected to cause several temporary disruptions in the downtown area. These include interruptions to traffic flow and reduced parking availability as sections of the street are closed or rerouted. Local businesses and residences may face challenges due to decreased foot traffic and limited customer access during construction phases. Residents and visitors can also expect increased noise, dust, and general disruption to the usual downtown atmosphere. Pedestrian detours may be necessary, potentially affecting those with mobility needs. Additionally, there may be short-term utility interruptions as infrastructure systems are upgraded. The City and MainStreet are working to minimize these impacts through clear signage, regular updates, and a Resource Guide to help the community navigate the changes.
FUNDING MainStreet Truth or Consequences, in partnership with the City, was awarded $2.8 million through the New Mexico MainStreet (NMMS) Capital Outlay Public Infrastructure funding. The residents or TorC are not funding this project as these funds were granted.

MITIGATION STRATEGIES To minimize disruption during the Foch Street construction project, MainStreet Truth or Consequences has planned several mitigation efforts. These include a Resource Guide with contact information and updates, traffic and parking management strategies, and support for local businesses to maintain visibility and customer engagement. The project team is also encouraging public involvement through email updates and community meetings.
