"WSPI-1” Leads the Way in City’s Water Improvement Plan
The City of Truth or Consequences is preparing to embark on a multi-year initiative to modernize its aging water infrastructure. Over the next three to five years, the City will invest between $40 and $50 million in a comprehensive series of upgrades, replacing approximately 80,000 linear feet of pipeline across the community.
Given the scale and cost of the project, engineers have divided the work into four strategic phases to ensure efficient planning and execution. The first phase, Water System Project Improvements 1 (WSPI-1), targets critical pressure-related issues. This phase includes the installation of eight Pressure Reducing Valves (PRVs) designed to stabilize water pressure and protect vulnerable, aging pipes. High-pressure zones—where leaks are most frequent—often experience surges during tank flushes. The PRVs will regulate these fluctuations, maintaining consistent pressure and reducing the risk of line breaks.
In addition to the PRVs, WSPI-1 will replace 15,017 linear feet of pipeline across eight key sections of the city’s water system. Construction is anticipated to begin in late summer 2025.

Silver Street, 5) East side by Holden Road, 6) Broad Street & Corona Street, 7) South Broadway near Veternas Memorial Park and 8) Pershing & 8th Street. ▪ Pipeline will be replaced in eight key sections on or near (1 New School Road - 2,547 feet, 2) North Date - 3,033 feet, 3) Yucca Heights Road - 4,169 feet, 4) Yucca Heights Road ending at E. 9th - 3,157 feet, 5) E. Marie Street from Date to Cedar - 190 feet, 6) Holden Road from E. Marie to N. Bosque Drive - 748 feet, 7) Kopra from Golf Club Drive to Marie Street - 972 feet and 8) W. 6th - 201 feet. |
| BENEFITS | Installing pressure reducing valves (PRVs) and replacing aging water lines provides several operational and structural benefits. PRVs help stabilize system pressure, reducing the risk of pipe bursts and extending the lifespan of distribution components. Simultaneously, replacing deteriorated pipelines mitigates leaks, improves water quality, restores hydraulic capacity, and lowers long-term maintenance costs. Together, these upgrades enhance system reliability, efficiency, and compliance with modern water service standards. |
| DISRUPTIONS | To minimize the impact of planned and unplanned service interruptions during water infrastructure upgrades, the City will have implemented a public notification system using Daupler, an emergency response and communication platform. This system enables automated alerts via robocall or SMS text to inform affected residents of service outages. By proactively communicating with the public, the City aims to reduce confusion, improve transparency, and support timely response coordination during maintenance or emergency events. |

| MITIGATION STRATEGIES | The project team will implement a range of mitigation strategies to minimize disruptions and address community concerns throughout the construction period. To maintain traffic flow and ensure public safety, clearly marked alternative routes and detour signage will be provided in coordination with the City Street Department. Contractors are required to keep the construction area clean and free of unnecessary debris. These efforts are designed to ensure transparency, minimize inconvenience, and maintain community trust throughout the project. |
