Turtleback Trails Network Concept Plan
The Turtleback Trails Network is a community‑driven initiative to create pedestrian bridges, trails, and improved river access along the Rio Grande in Truth or Consequences and Williamsburg, expanding opportunities for outdoor recreation while supporting community health and economic vitality. From 2018 to 2023, the project’s Steering Committee gathered extensive public input to shape a detailed Concept Plan, which the City of Truth or Consequences formally adopted in September 2023. The plan outlines a coordinated, phased vision for trail development, river access improvements, and conservation work, serving as a tool for city and county officials and partner organizations as future projects move forward—each requiring approval before initiation.

Major components of the Concept Plan include:
• Designations of trails on BLM land on the south/east side of the Rio Grande
• Construction of footbridges to enable river crossing • Construction of a pedestrian trail between Williamsburg and Truth or Consequences on the south side of the Rio Grande
• Enhancements to river put‑in/take‑out sites and signage along the river to direct floaters
• Restoration and conservation of the wetlands in Rotary Park
